Under general supervision, performs responsible managerial and supervisory duties in the operation and maintenance of County buildings and related equipment for the Buildings and Grounds Division of the General Services Department.

Supervises and evaluates the work of the engineering staff; effectively recommends personnel actions related to selection, performance review, scheduling and discipline; administers personnel related policies and procedures.

Plans, directs and trains technicians in the safe operation and maintenance of manual or computer-controlled heating, ventilation and air conditioning systems, electrical control systems, and pneumatic control equipment in Polk County buildings; oversees required Federal EPA training and certification of technicians.

/li

li

Assigns work and conducts on-site inspections ensuring the installation, maintenance and repair of various systems adhere to engineering work schedules, standards, procedures and safety regulations.

/li

li

Coordinates and maintains records of refrigerant inventories and usage; gathers and disseminates current information on refrigerant technology; plans for future refrigerant equipment needs; maintains preventative maintenance programs for refrigerant equipment using CFC’s and HCFC’s; ensures compliance with all Federal EPA regulations and codes pertaining to refrigerant handling, including purchase, storage, use and disposal.

Develops, coordinates and monitors preventative maintenance and improvement programs for buildings and equipment; performs maintenance and repair duties on boilers, air handlers, heating coils, chillers, cooling towers, cooling coils, water treatment equipment, heating and cooling controls and other related equipment and systems.

Develops detailed work schedules to meet department goals and engineering objectives; prepares project and equipment cost estimates; maintains historical engineering records on each Polk County facility and on equipment.

Utilizes various computer programs and/or networks connected to local controllers in one or more buildings for temperature and alarm monitoring, database editing, data collection, and remote job control.

Monitors and supervises the performance, cost and quality of engineering work completed by private contractors on Polk County buildings and equipment.

/li

Performs related duties as may be required.

Required Knowledge, Skills and Abilities

Knowledge of current principles and practices of effective supervision.

Knowledge of modern principles and practices used in building maintenance.

Knowledge of computer interfaces used in building and major capital equipment operations.

Knowledge of heating, ventilation, cooling, electrical energy systems and general building trades.

/li

li

Knowledge of plant safety programs and practices.

/li

li

Knowledge of professional engineering work standards, means and methods.

/li

li

Proven ability to assign, supervise and evaluate the work of employees engaged in shop and engineering duties.

Ability to maintain records.

/li

Ability to use computer.

/li

Ability to lift and push/pull up to 50 pounds.

/li

Ability to work in a standing position for extended periods of time up to 3 hours.

Ability to climb ladders.

Training and Experience

Graduation from high school plus completion of a training program in building trades through a technical school or union, and

Three to five years progressively responsible experience in the building and maintenance trades, with proven supervisory skills, or

Any equivalent combination of training and experience that will have provided the required knowledge, abilities and skills.

May be required to pass criminal background check.

A First Class Engineer’s License.

/li

EPA Certification, Universal Class III.

/li

A valid Iowa driver’s license.

/li

A drug screen may be required prior to final offer of employment.

Candidate must pass a post-employment offer physical examination to ensure candidate meets the essential physical requirements of the position.
