About the Job Dimensions
Responsible for the planning, management and budget control of all CAPEX projects onsite.
Responsibility for the maintenance and upkeep of all plant and equipment located on the Ferrybridge plant to ensure minimal downtime and disruption to production by means of managing a PPM system.
Key responsibilities in ensuring all current safety, environmental and quality standards are met on the Ferrybridge plant to include, ISSSRS, ISO 9000, ISO 14001, ISO 18001 and process safety.
Budget responsibility for maintenance budget and Capital investment budget.
Management of 3 directly reporting members of staff and management of all engineering related contractors (variable but minimum of 40 and maximum of 100 per year).
Leader of all on site Emergency Response Teams to include Fire Team and Spill Team.
Main key holder and first point of contact for all out of hours events/alarm activations at Ferrybridge.
Major role in the development of the Ferrybridge plant through engineering and safety improvements.
About the Activities
Responsible for planning and managing all CAPEX projects onsite circa £2m from initial feasibility studies and concept design through to engineering execution strategy and design close out. Responsible for evaluation of tenders and supplier selection and accountable for financial control throughout project. Management of project from kick-off through to close-out.
Identification and selection of future CAPEX projects to maximize site performance and efficiency in accordance with the long term economic plan for the site. Allocation of budget to projects.
Control of site maintenance budget and has purchase approval authority in this area.
Manage PPM system and ensure minimal production down time
Maintain essential services (steam and compressed air) at all times to enable the plant to produce.
Maintain and monitor health and safety standards at all times, conduct risk assessments and ensure correct use of Dynamic Risk Assessment for non-standard operations.
Manage all on site contractors.
Manage the work permit system.
- Identify own continuous development needs and take appropriate action.
Manage, train, develop, motivate and appraise staff to ensure an effective team.
Investigate and provide resolution to production issues, in the most appropriate, cost effective and efficient manner to the business where engineering methods are required.
Implement corrective and preventative action to ensure processes are adequate and remedial action is effective and manage response to unforeseen events.
Monitor and report maintenance performance by means of KPIs.
Ensure all legal pressure, lifting and electrical obligations are met and carried out without disruption.
Manage all confined space entries and ensure safety of operation.
Manage permit to work system, to include, HazCon, Cold Work, and Hot Work, Mechanical / Electrical Isolation and Excavation permits.
- Ensure compliance with all engineering related guidelines (tanks / bund walls etc) at the offsite storage depot (D&SL).
Ensure all bulk and batch meters are calibrated with dates and tolerances permitted.
Provide full maintenance cover for production at all times (including weekends and bank holidays).
Flexible working when required (Christmas / Evenings / Nights etc)
Ensure upkeep of all on site FLTs and hand pallet trucks.
- Assist with the development and implementation of safe working procedures.
Nominated onsite emergency response.
Manage the maintenance of the operational / production equipment to ensure compliance to HSEQ and trading standards legislation.
Manage the ongoing Asbestos removal / upkeep plan and ensure all asbestos is in safe condition and legal obligations are met.
- First point of contact for all engineering / breakdown / installations.
Ensure all plant scales (including Laboratory are calibrated and serviced at correct intervals).
Source / Purchase engineering consumables / materials within the guidelines of the purchasing.
About the Context and Environment
The Engineering Controller is responsible for the management of all aspects of maintenance, installation and breakdowns and all engineering based contractors that work within the boundary of the Ferrybridge plant to ensure the above are adhered to.
About the Accountabilities
The primary functions of the Engineering Manager are to ensure the continued operation of the plant is maintained whilst ensuring all relevant safety, environmental, quality and legal standards / obligations are adhered to. Levels of performance are managed through KPIs and audits as well as efficiency studies.
As well as the above, the continued improvement in both plant efficiencies and safety performance whilst operating within a sustainable budget framework are paramount to the position.
About the Qualifications / Experience Required
Degree or equivalent engineering qualification with 5 years relevant experience of production plants and environments.
Comprehensive up-to-date knowledge of lubricants blending process
History of dealing with multiple contractors with multi disciplines.
Management qualification and minimum 3 years experience in engineering management / supervision role.
Comprehensive knowledge of Health & Safety At Work Act , NEBOSH cert or equivalent and local HSEQS (production) requirements (DRA / Golden Rules)
